Keitaro maintains a zero-tolerance policy toward the use of our software for illegal activity, including cloaking and the misuse of traffic distribution system (TDS) capabilities.
Our platform is built to give legitimate businesses precision, flexibility, and scale. The same properties that make it effective for compliant teams can, in principle, appeal to those attempting to misuse it. We invest consistently in measures that make such misuse difficult and commercially unviable.
Transparency on this point matters to us. We are advancing a structural transformation of our product and processes so that Keitaro remains a tool built for legitimate, verified use.

We are strengthening our payment security checks to ensure the integrity of every transaction. This includes implementing stricter, multi-tiered filtering and removing payment methods we classify as high-risk, as well as ensuring a clear, auditable trail for all payments.

We are changing direction in our software development efforts — from positioning ourselves as an all-in-one online advertising platform to exclusively serving the needs of verified businesses and registered professionals. This involves refining our product's features and access rules to ensure our most powerful capabilities are in the hands of verified, responsible companies who share our commitment to ethical marketing.
How We Respond to Violations
Use of the platform for illegal or unlawful activity, or to deceive end users, is prohibited under our Terms of Use. Accounts found in violation may have their License terminated and Account access blocked, in accordance with those terms. We review and update these measures as new misuse patterns emerge.
